The City of Rockwood, TN is requesting Statements of Qualifications for a continuing services agreement at the Rockwood Municipal Airport to render services needed in connection with the development of the airport. These services include but are not limited to airport planning, A/E design, surveying, bidding/award, construction administration, testing, and inspection. Proposals should focus primarily on airport specific projects / personnel and be limited to 20 pages (includes cover sheet, tabs and all response information). Fee information will not be considered in the selection process and must not be submitted with your package. Terms of the agreement may extend for a period of up to five (5) years and include multiple projects.


A qualifications-based selection process conforming to FAA Advisory Circular 150/5100-14E will be utilized. Proposals submitted by the deadline will be reviewed and evaluated by a selection committee in accordance with the following factors:

1. Experience of the firm, project management, and understanding Airport needs. (40%)

2. Key personnel’s professional qualifications and experience and availability for the proposed project; knowledge of FAA regulations, policies, and procedures. (30%)

3. Capability to meet schedules or deadlines. (15%)

4. Familiarity with Tennessee State Block Grant Program and working relationship with the TDOT Aeronautics Division. (15%)

The owner may select a consulting firm directly based on the submitted RFQ or may request interviews.  The firm selected as the overall most qualified will then be expected to negotiate fair / reasonable fees before entering a formal contract. If negotiations fail, then the Selection Committee may negotiate with the next most qualified firm until a satisfactory agreement has been reached.


Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with federal funds. All contractors providing professional services shall take all necessary and reasonable steps in accordance with 49 CFR, Part 23, to ensure that DBEs have the maximum opportunity to compete for and perform contracts without discrimination on the basis of race, creed, color, national origin, handicap or sex.
