Becky Ruppe serves as both the Municipal Administrator and City Recorder. The municipal administrator is appointed by a majority of the mayor and city council. The position is directly responsible to and reports to the mayor and city council for all city operations, as well as the implementation of policies and programs adopted by the council. The City Recorder is appointed to serve a term of four years to serve concurrently with the mayor and council and shall serve at the will of the mayor & council. The City Recorder has immediate responsibility for the administration of all financial affairs of the city. In addition, the City Recorder shall act as clerk and secretary to and attend all meetings of the city council, and shall have custody of all public records.

Belinda Kretzer serves as the City Finance Director including payroll, accounts receivable, accounts payable, human resources and many other duties. Kretzer fills the city’s required position of Certified Municipal Finance Officer. As part of the Municipal Finance Officer Certification and Education Act of 2007 passed by the General Assembly, every incorporated municipality must have a CMFO, designated to comply with the professional continuing education requirements.

Municipal Clerks
Susan Thomas and Christy Hughes serve as the city’s municipal and court clerks. Responsibilities of the two clerks vary somewhat, but include the day to day operations of receiving payments for property taxes, business licenses, permits of all types, city court fines and fees and many other types of administrative duties pertaining to each of the city departments, the mayor and city council.
